This URL is part of the blog's real pagination architecture, not a placeholder trick — it's what "Next" on page 1 correctly points to. It carries a noindex robots meta tag because it currently has no articles, so it isn't offered to search results while it's empty.
As soon as a second page of posts exists, this file gains real content and its robots meta changes to index, follow.
